Mandatory Tool-Bar?

The Dell story got me wondering whether the tool-bar may ever become mandatory, IMO the site search and G as the default search on IE seem to just be camouflage for the main deal, the tool-bar.

Supposing results were "skewed" by tool-bar data, we'd have millions of individual results rather than one main one, and where would that leave SEOs?
