Does anybody have a feel for what Yahoo review editors are looking for with new submissions?

I'm prepared to spend the $300 after a long and ponderous holdout.
Even with "tier two" links (working on) I need to ramp up traffic significantly.
Competition seems to have recips running into the several hundreds and thousands.
the site does have unique content, with a decent navigation structure.
however while it is not a candidate for one of their "free listing"s the service the web site does provide is not currently being charged for (employment listings) This is a predicament since I need the indexing for increased traffic to generate sales; yet there are no fees being charged due to the fact that the numbers of traffic simply aren't there yet.
Does anyone have reasons to believe Yahoo editors might turn away the submission, if there is not a clearly defined fee structure in-place? Do they still look for a listed business address (heard about years ago)

What criteria do they use?
(what I don't want is to be cast off to a category without keyword path relevance)

I have only very rarely heard of Yahoo editors rejecting submissions, and that was for a site which had no content other than a home page with "Under Construction" across it.

They are also fairly prone to moving sites out of the submitted category to lower level categories.
