149 unique visitors and not one conversion (conversion = form submit)

It would be nice to hear from some more senior members here, and possibly the moderator.
If one knows of and has proof of fraud or a less than reputable company and service, would this board and its members like to know this?
I have a client who is livid and has 100% proof of this in relation to Enhance.

Enhance Interactive (formerly ah-ha.com) is based here in Utah, and has been around for many years, I would not go so far as to say they are fraudulent or less than reputable.
I've had a small campaign with them in the past, and yes, the conversion rate is fairly low. But so were the traffic levels. I just believe that Enhance does not have a big enough distribution network for many areas to perform well.
That said, I'm sure there are some areas that they serve that do have potential for traffic and conversions.

That's actually not too many visitors--it really depends on the industry, but in certain industries that I am familiar with 1 in 250 is actually very good, and in some consumer industries 1 in 500 is the norm.
There are so many variables that it's difficult to tell you exactly whether or not that's a good conversion rate or not. It depends on the keywords, the ad copy, the landing page quality, the competition, the industry--so many factors that I wouldn't be so quick to jump to conclusions.

First off, I would not make any suggestions unless I am sure on what I was talking about.
Ever since starting an account with Enhance Interactive, it was suspicious right from the get go.
First.
All the click's where suspicious due to the words being used and where they where coming from.
Second, either they or a partner are hooked up with a search engine called www.to-search.info, which all the traffic was coming from.
Despite repeated calls to Enhance to question them on who this search engine was, or what the partner relationship was, they refused to acknowledge that there was a problem.
When asked why dont they have control over whom they partner with, or why a customer cant turn off a site that traffic is coming from, ( like Google) they would not answer this question.
All of the clicks where also being bounced around the world, coming from different ISP's every few minutes. Literally, someone is sitting there typing in different search terms, and then clicking on the ads.
Clear Fraud, anyone can see that.
But wait, theres more.......
When I turned off the account in the customer account window, they turned it back on, not once but THREE times!!!!
When Enhance knew they where finally dealing with someone who caught then red handed, guess what they said? " We have cancelled your account"
But wait, there is still more.....
With an agreed upon amount of a hundred dollars, they billed my client's credit card 3 times and at this time it is over $ 1,000.00!!!
The fraud department at the Credit Card Department had to cancel and re-issue the card!
But wait, theres still more.....
What they dont know or where to stupid to realize is who my client is, they are a company involved with the Justice System!
