Is there a search engine that gives the opinion to search with-in results?

do you mean , a search engine that search within the results of other engines? in this case its a meta search engine and a well known one is called metacrawler (http://www.metacrawler.com/).

example:

First search: Colorado Birds.

Than I can search within those results to narrow it down.

Does that make sense?

Yes it does make sense and Google does give this option. see at the bottom of the searhc result pages you will see a "search within results" link.
