Well the absolute fastest way is through their PFI program - Overture Site Match but I don't recommend that because it is combination pay for inclusion and pay per click. Besides Yahoo does good job indexing site without paying them to do so.

So next fastest way is to get a link on a page that is already in their index such as a directory or other site already in their index.

1) Create an RSS Feed for your site
2) Upload your RSS Feed to your site root.
3) Sign into My Yahoo with your Yahoo! account
4) Click Add Content.
5) Click Add RSS by URL. Type the URL to your RSS Feed location in the provided field. Make sure you include the entire URL, such as http://www.yoursite.com/rss.xml
6) Click Add button
7) Ping your RSS Feed at http://api.my.yahoo.com/rss/ping?u=http://www.yoursite.com

The first thing you need to do is build a really, really spammy site. Y! loves spam. :D

Rankingpower or TrafficEqualizer works fairly well for creating a spammy site, but it will get you banned from both Yahoo and Google if you get caught. It worked great for me until I got caught.
