You are describing the exact product that IndustryBrains provides. They are a site specific contextual advertising network using the pay per click mode. IndustryBrains has a network of over 100+ premium publishers and allows every advertiser to choose the exact region of each site that their ads appear within.

You choose one of their partner sites, say eWeek.com, then choose the area of the site you want your text ad to appear, such as End User Security.

IndustryBrains has just about every leading IT publication and lots of premium financial, travel, lifestyle, etc sites as well.

Heres a quick breakdown of just some of the tech sites within the IndustryBrains network: PC Magazine, eWeek, InfoWorld, Network World, ComputerWorld, Government ComputerNews, Information Week, TechWeb, Network Computing, Intelligent Enterprise, PC World, Toms Hardware, Network Magazine, IT World Network, Dr Dobbs Journal, Linux.com, IT Managers Journal, and many more.

Some financial sites in their network: BusinessWeek, Smart Money, Forbes, Kiplingers, BankRate, Inc Magazine, Fast Company, Entreprenuer.com, etc...

I suggest you drop them a line if you'd like to learn more.

All true, but they hand code their ads to publisher pages. I wasn't impressed with that.
