Hi there,
Can I submitted a web site which PR=0 in the dmoz directory?
I’ve been seeing that almost all the sites listed in DMOZ have some PR already.

The PageRank of a site should have no impact on whether it is accepted or not.
You can review the exact guidelines that the editors are suppose to follow. Dmoz Guidelines (http://dmoz.org/guidelines/)
The section Selecting and Evaluating Web Sites will touch on the main points so you can see if your site meets the requirements or not.

Thanks Gerardism,
I followed all the guidelines from DMOZ and my site has been accepted too long time ago.
Now, a new Web site which has PR=0 still pending to be accepted long time ago and I had followed all the guidelines too.
That’s why I was wondering if your PR affects the inclusion over DMOZ.

It can take from a matter of minutes to a very long time for a submission to be reviewed at DMOZ.

There were cobwebs in the corner of a few of my sites by the time they eventually got listed.... sadly one of them never made it and died in the waiting room....
