Please let me know if so. Why hasn't anyone setup a system to manage all of the PPC accounts for Adwords, Overture, Kanoodle, etc.? Is the connection to the database the main issue in regards to login/password? If anyone has any insight please let me know. I'd be interested to see how much programming would be involved in developing one of these.

Some SEM agencies have system that aggregate data from multiple accounts at multiple engines and allow for massed-changes via APIs. Bids changes is the most basic function of these.
AtlasOnePoint sell a product for this, althought it may not do everything or manage thigns the way you would like to. Depends on individual needs of course.
It's an area that will develop, e.g. Overture's Marketing Console and in hosted services / off the shelf packages.

Did-it, Atlas and Dart all have PPC dashboards.
