*..another Matt Cutts quote: "quality is better than quantity"*
Fathom mentioned that on another thread, and it got me wondering about it.
Could be just a soundbite, meaning quality=high PR=better, or there may be more to it than that.
Anyone know what the context was?

The quote was referenced (I believe from WMW PubCon 6 Florida earlier this year).
It directly related to the buying of 'site wide links' with a subposition to forum sig links and the discounting of links.
I've been working with this philosophy for many years now and the original premise was based on the difference between authorities and hubs.
Authorities tend to link out less and acquire volumes of inbounds. The effect towards the site pages that they do link out are dramatic.
Using that same model in your own linking strategies a single link to another website 'has the most value' and by linking a second time to the same website actually deprecates the first link somewhat, the third deprecates the first 2 even more and so on.
So while you are creating a benfit at the "link-to" website, the total sum will always be less than their singluar values... or in other words reducing authority score in favor of hub score.
That said, reversing the process (and consistent with Matt Cutts not so obvious hints)... reduces hub score in favor of authority score... or links of better quality.

I think we'd best avoid taking Matt Cutts' remarks isolated from the context and putting our own interpretations on them. That's bound to lead to inaccuracies and it isn't fair to Cutts.
