Hello Incubator,
I just do not recommend you to use any king of frames if you are thinking to use SEO techniques. We have a site in which use I-frames and to be honest with you, it's never works.
We already know that frames do not help the spiders, so I-frames could have the same effect.

I have had alot of luck using frames in competitive industries.... using 100,* setting, do to the use of flash, I was wondering if that same approach could give me weight with no frames tags inside the I-frame. Some clients we have are using frames and will not re-design ...so getting content in is still the same problem

cheers

Using tags inside the I-frames is like "alts" in your photos or banners. They will help you out but it doesn't mean that it wills works.
I understand that some of your clients won’t change their website design, so I suggest that try to make the content relevant inside the I-frames, use the tags and wait to see what happens.
You will see how the crawler indexes your site or in worse scenario stock it. Obviously, I recommend that do not use small "things" we know doesn't help the SEO.
