Seeking help about the order of google search results!;) Google has always made it clear that they consider how a page is linked to as a measure of relevancy - with the topic of relevancy being determined by the anchor text within the link, as well as "on-page" elements of the target page.

So to help improve rankings on Google, a strategy for building lots of links bearing your keywords - especially quality on-topic links - is a definite place to start.

It is also worth considering making sure your "on-page" elements are also focussed on your keywords. SEO is effectively borne from web usibility and accessibility. So ensure your various on-page elements - page title, headings, text, img alt tags, etc - are naturally focussed on your target keywords.
