How important or good is to to have primary kw of the page its being linked to in the link text.
We are a legal resource providing company.
I have a practice area page with state links in the bottom.
You can see those state links in the bottom. those state pages is 'statename' criminal law lawyer (for example).
So i'm thinking of changing those text links' link text (the ones in the bottom of the practice area page) from statename => statename criminal law lawyers
Would it help those state pages get some rankings or would it look spammy and do no good?

using main keyword in the anchor text of the inbound link helps and also good usage in nav links etc

Put a relevant word in your anchor text instead of putting "click here" or any non relevant word.
