I would like to bid on several exact keyword phrases and do not want broad matches to show up on my search marketing campaigns.

then just put the keywords in standard match

I think we are talking about the Yahoo mapping system here somthing I have revently experienced a lot of problems with. Basically, standard match is not the equivalent of exact match on Yahoo!
For exmaple, I am bidding on "Holidays in Brazil". I also want to bid on "Brazil Hoildays". However thr Yahoo! system tells me that I cannot bid on "brazil holidays" as this term is already being matched by another term in my account. When I search for "Brazil Holidays" my listing is not on the first page, but when I search for "Holidays in Brazil" my listing is in position #4.
Now, in order to gain positions on "Brazil Holidays" I must increase my max CPC on the term "Holidays in Brazil". But I don't want to, I am comfortable with the ROI delivered on position #4 for this term.
This is the essence of the confusion. Yahoo! must decide whether the two keyterms are part of the same auction with identical results bar match type interference or have completely separate auctions and I should be allowed to bid on the terms separately.
I am planning to do a full write up on this subject this week when I get further details so keep your eyes peeled for more Yahoo! anger. You don't want to get me started on Yahoo! partner sites...
