How well "foreign" pages feature on regional Gs usually depends on the strength of the "local" competition, would that fit your picture?

Google.CA is similar to Google.com except it also includes French results. Note the two search options "the web" or "pages from Canada".

If you specify "en-CA" it may help with Canada.

Also, where is or in what country is your server located?

Not sure where you get that, using a US proxy for the .com the top ten searches for "web design" returns just 3 pages common to both, and one of them is Wickipedia....
