A page/site can be only seen by Search Engines if it is already indexed. Being indexed in SEs determines that a site is listed in their database. Links that are cached and indexed will be counted by the SEs...

If a page is not indexed, there is no page in the eyes of the search engine. As a result of there being no page, there are no links. Links on a page not indexed are not counted.:(

definitely not.. wait until se indexed your site page before it gets ranking..

It is better to get links from the sites that are atleast indexed by SEs. Getting links fron non-indexed site has no value until the same is indexed. Google cache will show the links that are indexed only.
