Anyone having a localization problem with Shopping.com? Since their redesign earlier in September, it identifies me (my IP?) as being in France and automatically directs me to fr.shopping.com

The IP you've submitted from seems totally clean, maybe someone on your computer or from your IP defaulted to French?
This URL should correct the issue (or delete the Cookie from shopping.com and revisit):
shopping.com/?pref=www.shopping.com

Recently, I used another shopping comparison engine - Smarter.com, I don't know what's the difference of it and Shopping.com, anyone could explain it for me? :confused:

You used Smarter.com instead of Shopping for what? As a merchant or while shopping?
There isn't much difference in how they work. Smarter does more to aggregate other CSE data to build a more comprehensive catalog of information (their merchant ratings are from Bizrate) while Shopping.com is more of a closed environment. As such, the shoppers experience MAY be a little better though they need some work on user experience (smarter.com tends to open new windows and reset attributes when refining a list - both very annoying). As a merchant though, essentially the same process; you should work with both.
