First please confirm that ankor text it a link using a keyword to another page in my site or to a page outside my sit or tell me what it is if that is not it. Next Is it better to used keyword hyper links to another page in my site that relates to what the keyword is about or is it better to make keyword hyperlinks to a site outside of mine that is a related site.

You should definately use keywords in anchor text.

Your site should be easy to navigate so you should have appropriate in-site links where necessary. Unless a link opens a new page, you can provide a link to go 'back'. But use the page name for the anchor text rather than 'Back' or 'click here'.

Having external links indicates that your site is part of the web and not a cul-de-sac. Some say not to have more outgoing links than incoming ones. That said, I have seen sites that are nothing but a list of external links, with a few words describing each, rank in first position on Google. So it is hard to say what an optimum might be - I guess it all depends.

The more high-quality incoming links the better, but let that be a matter of time and occuring through others deciding your site is worth linking to once you have your first few in place. As for outgoing links, add the ones that will be of benefit to people who visit you and don't worry about the hypothetical optimum.

Keywords in Anchor text may make wonders for the site. Also avoid using generic words like "click here", "more....", instead use keyword here as a anchor tag related to the destination file.
