Will google and other search engine punish me if I have a site dedicated to seo and webmasters in lets say london and I want to post an article listing and about the top 50 keywords used to search for london information? Will I get in trouble b/c some of the keywords get used over and over again? Thanks you for your time.

I am hoping I will not get penlized b/c I am providing some great useful content. Any ideas.

Well, you just have to live with the fact that not every page is able to be well optimized from a keyword frequency perspective. Anything that is a list of similar widgets falls into this category, such as:

Hitlon New York Hotel
Sheraton New York Hotel
New York Plaza Hotel
New York Marriott Hotel

...and on and on.

In some cases there are a few things you can do to, such as adding a couple of descriptive sentences to each entry, in some cases not.

Overall, the SEs might not look kindly enough on the page to rank it solely because of on-page factors, but they won't actually "punish" you for it.

Some good things can come from such a list. If it's really, really solid, it can be classic linkbait and you can wind up ranking for the "50 most popular London search terms."

I don't think you should get banned, just make sure that the page and site contain legitimate content and you should be fine. Also, work on getting quality and authorative sites to link to your site in general and your page in particular and you should be fine. Google is very interested in your linking neighborhood, i.e., which sites you link to and which one's link to you. The more your links (both inbound and outbound) relate to sites that Google finds legitimate, the better off you and your site will be.
