Well, excesses get into trouble sooner or later. There have been cases of people buying links in an aggressive and excessive manner that gets them to become noticed for "unnatural" link growth, investigated with magnifying glasses and ultimately banned.
Your natural link building programme will always be limited without a strategic one-way link building, and that invloves buying links through such link brokers. The crux of the matter is just to be strategic and not be excessive. Google sells one-way links nicknamed "Sponsored Links". Yahoo does the same and many SEs, it is excesses they penalize. If you've been in this game for some 3-4 years, you would be aware of a top SEO who was rumored to have bought excessively got banned.
So the wise way is to be tactical.
